Is eDiscovery available for all users?

The eDiscovery module is visible to all. However the index will contain data only for users under the Tracer and Durability plans.
Mails archived for users who are provisioned under Continuity and Hold plan are excluded in the eDiscovery search. You need to upgrade the plan for these users if you need to capture their mails in eDiscovery.
